>> At the individual level, if we try to change processes but do not change the metrics by which we measure performance, then the performance metrics will usually win.
>>If my performance plan says that I am going to be evaluated on X, Y, and Z, then that is probably what I am going to do.

Scaling Agile Tip from Roland Cuellar: Learn to deliver less before trying to deliver more.
Start with just a few stories per team and start with only a few teams. Let the teams figure out how to build, test, integrate and deliver a handful of stories together as a group.
Then, slowly start to add more teams and more stories. Most programs try to start with too many teams and too many stories which often leads to a lot of issues.
Don't expect 'linearity' in delivery. Ten teams will not be able to deliver 10x the amount of one team. There are many nonlinearities.
