Steve is an executive coach and Lean-Agile evangelist with a passion for cultivating transformational leaders and high performing teams. His 28-year career in business includes roles as Vice President in multiple Fortune 500 companies, as well as Chief Technology Officer for an Internet startup. Steve’s journey into agility began in the mid-1990’s as he applied the ideas from the precursors of the Agile Manifesto to major software development initiatives at one of the nation’s largest healthcare companies. In 2003, he began introducing Agile principles and practices to agencies within the U.S. Federal government. Steve launched the first government implementation of the Scaled Agile Framework (SAFe®), which led to the successful turnaround of a large, mission-critical Department of Homeland Security program. Now in his new role as a SAFe® Senior Program Consultant Trainer (SPCT4) for Scaled Agile, Inc., Steve is using his experience as an innovator, strategist, and servant leader to help the largest enterprises around the world implement Lean-Agile at scale.
Steve holds SPCT4, PMP, PMI-ACP, CSM, and CSP certifications, a Doctor of Business Administration in Strategy and Innovation, Masters degrees in Business Administration and Divinity, and a Bachelors degree in Education. Steve also enjoyed a 21-year parallel career as a commissioned officer in the reserve component of the US Air Force. He is married with five children and two grandsons. He lives in Southern Maryland, and is an avid runner, cyclist, backpacker, and exceptionally poor (but improving) golfer!
Bill is the Director of Strategic Technology Management in the Office of the Chief Technology Officer at DHS.
He leads IT Acquisition and Engineering Governance, Program Health Assessment, Program Support, and Digital Transformation at DHS via the Agile and IT Program Management Centers of Excellence.
Bill and his team coordinated the adoption of Agile and Incremental software development as the preferred process at DHS. In December 2017, they achieved a 100 percent agile adoption rate for software development projects supporting major investments across DHS. They now are working with partner offices to streamline the entire IT acquisition lifecycle at DHS using lean and agile techniques.
Bill led efforts to create the DHS Agile Development Guidebook, which was awarded the 2015 AFFIRM Award for Leadership in Best Practices Implementation.
Prior to his current role, Bill served as the Director of IT Standards and Program Support in the DHS Business Management Office.
Before that, he was the Section Chief for IT Policy and Planning at Immigration and Customs Enforcement.
Bill also was the ICE Section 508 Coordinator, for which he was named the DHS Section 508 Coordinator of the Year in 2013.
Bill has more than 30 years of experience in IT development, supporting the federal government, private industry, and the DoD.
Former roles included test specialist, development team lead, systems analyst, and deputy department head.
Clients included Immigration and Naturalization Services (INS), Freddie Mac, MCI, AT&T, and US Navy/Joint Services telecommunications commands.
He holds certifications as a PMP, Certified Scrum Master and Product Owner, and in ITIL Foundations.
